LES Support to Integrated Design & Engineering Solutions Pty Ltd

LES has been contracted by Integrated Design & Engineering Solutions Pty Ltd (IDES) (formerly EDAG Australia Pty Ltd) to provide ILS advice, training recommendations and technical documentation to support the complex vehicle integration of Defence electronic systems.

LES is tasked with developing the Electrical and Mechanical Engineering Instruction (EMEI) that detail the complete installation process of these systems. LES is also tasked with producing associated Training Recommendation Reports.

With the first equipment documentation now delivered, LES is close to completion of the second of the system installation EMEI which once again demonstrates the expertise, diversity and the wide range of support that LES can provide for leading edge engineering organisations such as IDES.

On the 18th November 2009, Logistic Engineering Services Pty Ltd (LES) celebrates ten years of service and support to the Australian Defence Force, Defence Materiel Organisation and Defence Industry partners. Wholly Australian owned and privately operated, LES has flourished from its modest beginnings into a professional consultancy specialising in the delivery of Integrated Logistic Support and associated services.

Over the past decade LES has continuously delivered quality outcomes to projects on time and on budget. This success is attributable to the support and efforts of its staff, and the trust and faith from our clients, both past and present. As we reach this milestone the LES Directors wish to pay tribute to the support we have received from our employees and their families, suppliers, and clients.

AF/A-18F Super Hornet CAMM2 'Go Live'

The Australian Super Hornet Project Office (ASHPO) has succeeded in achieving CAMM2 'Go Live', with the transfer of AF/A-18F Super Hornet Aircraft Configuration data from the A44A WSDB being completed ahead of schedule. This major milestone was achieved by ASHPO with assistance from DGTA, EMMS, USN, Boeing and its LSA contractors Logistic Engineering Services Pty Ltd (LES) and TAE. LES assisted ASHPO by successfully completing the delivery of its services to Support Seeding of CAMM2. The ASHPO Project Manager Support Systems WGCDR Paul Parolo stated, "We have been able to achieve this outcome in approximately 18 months with diligent work by ASHPO and significant cooperation and support from Logistics Engineering Services in Melbourne (who weaved a lot of magic to massage ongoing source data)".

Commonwealth Acceptance of AF/A-18F Weapon System Database

AF/A-18F Super Hornet

LES has gained Acceptance from the Commonwealth for its 14 Jul 2009 delivery of the AF/A-18F Super Hornet Air Vehicle Weapon System Database (A44 WSDB). The Australian Super Hornet Project Office (ASHPO) accepted this second Milestone delivery on 24 Aug 2009, under Phase 2 of its Logistic Support Analysis Program. The delivery was made on budget and on schedule.

The A44 WSDB has been developed from the US Navy (USN) Logistic Support Analysis Record (LSAR) by an in-house team of Logistic Analysts using the LES proprietary software application eMRD. The Milestone 1.1 delivery involved the restructuring of the Functional Systems and associated Physical Items to satisfy the requirements of DEF(AUST)5692. The development of Maintenance Policy for RAAF Australian Air Publications (AAP) in the form of the Technical Maintenance Plan and Planned Servicing Schedules was delivered for Milestone 1.2.

LES is also contracted to apply a number of USN LSAR updates to the WSDB, the identification and documenting of Independent Maintenance Inspections, and to assist the Commonwealth in the seeding of Super Hornet Aircraft configuration and asset data into the Commonwealth's CAMM2 maintenance management application.

LES Selected to Provide Training Services to Victoria University

Logistic Engineering Services Pty Ltd (LES) has been awarded a contract by Victoria University (VU) via "Preferred Tenderer" selection, to provide ILS and educational support services to the Foundation Skills Program (FSP).

The services include mapping across the generic competencies to allow for the combined training of a number of CERT II / entry level trade subjects; combined classes with common learning material; shared teacher resources across a number of trades, presenting to a group of mixed trade trainees at any one time; cross training teachers in new areas; encouraging groups of trainees to work to common goals; enhance team work among trainees; enable the completion of projects that require multiple trades to finish; and offer a wider scope of knowledge and practical skills to the trainee.

LES has extensive experience in the development, delivery and review of learning and teaching products in a practical and theoretical based arena for University and TAFE based organisations. Candidate resources identified at this stage for development include resources / projects to address practical skills such as OH&S modules (White Card and specific trade area OH&S), Communications for the Building industry; Technical Drawing; Trade Computation; Hand and Power tools; Career studies and Trade Quality practices.

LES ILS Training Courses...

LES continues its professional Defence Training association by providing quality Integrated Logistic Support (ILS) and Capability Lifecycle Support (CLS) courses to Defence Contractors and the wider DMO community.

LES will be conducting CLS courses at RAAF Laverton in Aug and Sep 09 covering the fundamentals of ILS in Logistic Support Analysis (LSA), Reliability Availability Maintainability & Testability (RAM-T), Level Of Repair Analysis (LORA), Life Cycle Costing (LCC), Spares Optimisation, Codification and Cataloguing; to name but a few of the subjects presented on the CLS course. The CLS course is pre-requisite training for personnel undertaking courses in Material Requirement Determination (MRD), OMEGA PS and Analyzer and demonstrates the confidence Defence place in LES to provide the underpinning knowledge to support the ongoing disciplines required for Defence acquisition and sustainment.

LES wins DMO contract to provide ILS services to Project Bushranger

Logistic Engineering Services Pty Ltd (LES) has been awarded a contract by the Combat Support Vehicle Support Program Office (CSVSPO) via the Defence Materiel Organisation Support Services (DMOSS) panel, to provide ILS support services to Project Bushranger. The services include the review and verification of manufacturer's ILS deliverables including Repair Parts Identification List (RPIL), Repair Part Scale (RPS), Manufacturers Recommended Spares List (MRSL) Insurance Supply Items (ISIL) and Support & Test Equipment (S&TE). LES has extensive experience in the development, delivery and review of ILS products for both acquisition projects and in-service organisations.

LES Deliver Training for the Container Side Loader under Project JP 126 Phase 2

LES has completed delivery of the Operator and Maintainer Training for Army's recently acquired Material Handling Equipment - Container Side Loader. LES, under contract to the OEM Steelbro Australia, delivered the training at 9FSB in Amberley to meet the requirements of ADFP 7.0.2 - The Defence Training Model.

This delivery is part of a larger contract to deliver elements of the acquisition contract. This included Project Management, ILS, Risk, Configuration and Quality Plans and Schedules, Technical Documentation, Maintenance Analysis, Sparing and Verification and Validation support.

LES and NOVA Team Win Design Acceptance Contract

LES has teamed with Nova Defence to win a contract to progress Small Arms and Direct Fire Support Weapons Provisional Design Acceptance to Full Design Acceptance. The Nova/LES team of 3 will review the current ARMTSPO Design Acceptance - Provisional register and produce a Technical Certification Plan (TCP) for each capability detailing what is required to progress each to full DA.

Phase 2 of the contract requires the review, drafting, validation, amendment (text & illustrations), raising of engineering change documents, peer review and publishing of documents to the DEFWEB in accordance with Land System Divisions (LSD) Standard Operating Procedures (SOP) to meet the priorities determined in Phase 1.

LES wins Scanning and Digitisation contract for 680,000 Aperture Cards

LES has won a contract to project manage and scan engineering drawing aperture cards and capture the metadata as part of the Land Systems Division Technical Data Centres data archiving activities. The project requires the digitisation of up to 680,000 aperture cards, the accurate capture of the image metadata and the subsequent cataloguing and packaging for storage by National Archives Australia.

Logistic Engineering Services Wins Contract for Development and Delivery of Wedgetail ADAASS

Logistic Engineering Services Pty Ltd (LES) has been awarded a contract by the Airborne Early Warning & Control Support Program Office (AEWCSPO) via the Defence Materiel Organisation Support Services (DMOSS) panel, to create Australian Defence Aviation Authorised Spares System (ADAASS) data sets for the Wedgetail Airborne Early Warning and Control (AEW&C) aircraft which are soon to be introduced into service. LES will create the spares sets using source data supplied by the AEWC System Project Office (AEWCSPO) including Illustrated Parts Catalogues, Weapon System Database and codified spares list. The ADAASS will be delivered in two phases being before and after service release. LES has extensive experience in the creation of ADAASS spares sets for acquisition and in-service applications. LES will apply this experience, leveraging heavily on technology, with the aim of producing a high quality product.

1st Milestone Delivery of Air Vehicle Weapon System Database

The Australian Super Hornet Project Office (ASHPO) accepted the first Milestone delivery of the F/A-18F Super Hornet Air Vehicle Weapon System Database (A44 WSDB) on 15 April 2009, as part of ASHPO Phase 2 Logistic Support Analysis Program. The first milestone delivery for the A44 Australian Defence Aviation Spares System (ADAASS) was made on 23 April 2009. Both deliveries were made on budget and on schedule.

The A44 WSDB is being developed from the US Navy LSAR by an in-house team of Logistic Analysts using the LES proprietary software application eMRD. Milestone 1.1 involved the restructuring of the physical items and the assignment of configuration data sourced from the USN LSAR and IETM. Milestone 2.1 involved populating the ADAASS.net project tool with Header and PID line data.

Milestone 1.2 (final delivery of the A44 WSDB) will allow the production of the Australian F/A-18F Super Hornet Technical Maintenance Plan, Planned Servicing Schedules and provide the data for 'seeding' of CAMM2.

Ground Support Equipment Weapon System Database Acceptance

The Australian Super Hornet Project Office (ASHPO) accepted the delivery of the F/A-18F Super Hornet Ground Support Equipment Weapon System Database (GSE WSDB) on 13 March 2009, as part of ASHPO Phase 1 Logistic Support Analysis Program. The delivery was made on budget and well ahead of schedule.

The GSE WSDB was built from new by an in-house team of Logistic Analysts using the LES proprietary software application eMRD, which allowed the GSE database structure to be built from scratch and maintenance policy to be allocated. The resultant WSDB was exported from the eMRD software application as an export text file and was successfully imported into the Commonwealth's DEF(AUST)5692 WSDB tool - OmegaPS*.

The GSE WSDB allows the production of the Australian F/A-18F Super Hornet GSE Technical Maintenance Plan, which conforms to the requirements of Australian Air Publication 7001.038(AM1) Maintenance Requirements Determination (MRD) Manual.

LES Chosen for the Provision of Logistic Training and Learning Services

On 19 Feb 09, LES signed a contract with the DMO Directorate of Materiel Systems Training (DMST) for the Provision of Logistic Training and Learning Services. This is a 3.5 year contract with up to 3 years extension for the provision of training on a range of Specialist Technical Application environments. These courses include, but are not just limited to:

  • ADAASS Operator
  • ADF Viper
  • Fleet Planner II
  • NetMAARS Familiarisation
  • CAMM2 SPO, including:
    • Configuration Manager (CM)
    • Engineer
    • Repairable Item Manager (RIM)
    • Spares Inventory Manager
    • Technical Assessor (TA)

LES will be providing up to six CAMM2 CM courses prior to July 2009, with the training obligation increasing as more of the courses are developed and are ready for delivery. The first CAMM2 CM course is scheduled for 23-27 Mar 09.

LES Secures a Logistic Support Analysis (LSA) Project for the Australian F/A-18F Super Hornet Aircraft

Logistic Engineering Services Pty Ltd (LES) has been successful in its bid to develop the F/A-18F Super Hornet Air Vehicle Weapon System Database (WSDB), in support of Project AIR5349 Bridging Air Combat Capability. The Australian Super Hornet Project Office (ASHPO) awarded the Purchase Order under the provisions of the Defence Materiel Organisation Support Services (DMOSS) Panel for Phase 2 elements of its Logistic Support Analysis (LSA) Program, to LES on 12 November 2008. This follows LES involvement in Phase 1 activities to produce the Ground Support Equipment WSDB.

The LES LSA project comprises the production and delivery of the:

  • F/A-18F Air Vehicle WSDB;
  • Australian Defence Aviation Authorised Spares System (ADAASS) data sets for the F/A-18F Air Vehicle;
  • 4 x WSBD for the F/A-18F Automated Test Equipment (ATE); and
  • Provision of consultancy services to assist CAMM2 seeding and the transition of the WSDB and ADAASS into service.

The LES LSA project is essential in supporting the provision of a number of Instructions for Continuing Airworthiness and contributes to the type certification and sustainment of the Australian F/A-18F Super Hornet Aircraft. The project is being managed and resourced entirely from within LES to meet the tight delivery schedule for the capability, which will enter into service in March 2010.
